Three speed PTO shifting problem. PTO engaged in position N - 2 - 3. Position 1 seems to want to load engine with no PTO drive. There is no neutral position found. Anyone know what is happening here short of opening the transmission case?

Thanks for the reply. It appears that the real magic was adding about 2 gallons of fluid to the transmission to bring it up to the correct level. After that the PTO starting working correctly. I would guess that a gear was sticking on the shaft and the fluid loosened it up. This tractor had been sitting up for several years and just recently brought back to life.

Checking fluid is not considered "opening transmission case".

2 gallons short of fluid on a tractor that sat unused for several years?

I wonder if most of what remained in there was simply water. After it has run for a while, I would dip a stick in there and see if it comes up with pure fluid, or water/fluid whipped to white foam.

I just revived a YM2000. First thing I did when I got it home was remove the drain plug from the bottom of the transmission and about a half gallon of water came out. I would do that first.
