Imagine you're at an auto race. The laps are winding down, and the the car in second place is slowly gaining on the leader. All you know is that the gap between first and second place is shrinking. Without the proper measurements, it's impossible to determine if the leader is slowing down or if the person in second is speeding up.
The same is true of moderation. If there's been an easing of moderation, it's because the need for it has been reduced.
