Always disconnect the negative cable before the positive and reconnect positive first. However I've done many custom exhaust jobs on new trucks and welded the pipes and brackets to hang from the frames and never disconnect the battery. I service most of those vehicles at the shop I work at regularly and never had a problem except when I tried to use an O2 sensor as a ground once. Just make sure the ground is close to where your welding (no computers in between) and you won't have a problem. Highly recommend welding that bracket though. Those lift supports can put around 60 pounds of pressure on your bracket or more.
