It's not illegal to use dyed fuel on the road. It's illegal not to pay the taxes. As long as you track your usage and pay the taxes it's no problem.

*I don't think they should be permitted to do that. On public roads yes but on private property that's going to far.Every January in NE Indiana they have a farily large Farm Show for several days at one of the Expo Centers.
*It is pretty much a given that if you pull in the parking lot with a Diesel Truck you will be checked for dye..

Also it singles out a certain group or class and implies since a person is a member of such they must be a candidate for tax evasion.

What about a tractor on the highway with off road diesel in it.?A lot of farmers (at least in VA) think they are exempt from road tax since since they are farmers (agriculture exemption), but they are not if it is used on the highway. Also the above activities usually involve diesel trucks pretty heavily..
