I need somebody to confirm if this is indeed the fuel shutoff and if so then I'm at a loss....
I have no doubt it is the Fuel shutoff

I see I was assuming the Solenoid plunger was itself blocking the fuel path... By this statement I guess it actuates something that blocks the fuel path then?....

Yea a pump diagram would be very useful. If the solenoid actuates something, whatever it is could be stuck?

Is lever 1 spring loaded? Does it move when the solenoid actuates? It looks like if you removed the cap below lever 1 you would see the shutoff mechanism.. Although opening even this part of the pump may be something that should be considered carefully,
Hopefully the others with much more experience will chime in

yes, lever 1 is spring loaded...not a strong spring but when pulled forward it does retract back to it's original position quickly. I'm nearly positive the lever moves when the solenoid is activated as its presently in the "run" position.

Wow! This is really dragging out. I would have thought you would have gotten it running by now. I'd almost be tempted to break one of my cardinal rules to try and get it running. "Never use ether" Does your tractor have glow plugs? If so, do not ether it. Hope you get it straightened out soon. Good luck.

it has glow plugs...the only thing i can think of is that the mechanism the solenoid pushes in and out to not start/start the fuel flow is stuck inside the injector pump...or the injector pump has something else wrong with it...

yup, this was exactly the problem...the rack inside the injector pump was not moving in and out...not sure why but the pump will probably need replacing...$950...

so there you have it, the end to the mystery....Rick Wallace and his mechanic were a huge help (again) in getting to the bottom of this...Rick's guy spent 1/2 hour on the phone with us to get it debugged...

now you know the rest of the story....

By the way if this is a Pump issue you should know there is a seperate Federal
Emissions warranty on the pump for 5 years or 3000 hours for all Tractors produced after 1996

This is real and I have used it. Dealer did not know about it. All Deisles engines sold in the US must have the warranty

GLad you figured out what the problem was,but sorry to hear it was the injector pump. I think thats the first injector pump failure I've heard on TBN. Sorry again for the bad news. Was it under warranty? How many hours were on it?

300 hours and tractor is 2.5 years old -- unfortunately i've been told the injector pump is only covered by a 2 year warranty not 3 years like the rest of the drive train...

going to try JASTN70D idea on the federal warranty angle and Rick Wallace is going to go to bat for me with Kioti...

I'll let you know what happens.

Does it cover Ag industry?

Rick here's a document from the EPA --- see page 2 "nonroad engine regulations" Diesel engines for farm, construction, mining, all sizes must be certified beginning in 1996. The label on the next page shows the emission compliance period of 500 hours.

In theory, the Kioti engine should have a similar label or face a hefty fines.

Also, here is the actual epa document which explains that in order to import the engine, the manufacturer must warranty the emissions aspect:

Take a look at Paragraph 4 subsection (ii) it specifies 3,000 hours or 5 years for nonroad engines.

Also, Paragraph 2 (ii) states:

At a minimum, provide coverage for emission-related components
installed or modified by the ICI and, to the maximum extent possible,
the emission-related components installed by the OEM;

Clearly the fuel injection pump is part of the emission related components and should be covered. :)

I didn't read the document, but without even looking at it I'd say that its just stating that the pump has to meet certain emissions standards. Which isn't a warranty against it breaking down. Just says it has to be certified to meet the emission standards for 3000 hours or five years. I think your reading more into it than what it was intended. Of course I've been wrong a couple of million times before.
