Low 40's is not that cold and shouldn't require glow plugs...although it will get things going faster.
When I crank mine in cold weather...I see white smoke drifting from the exhaust(raw atomized fuel), then black smoke(fuel buning but not hot enough), then the motor will kick off and rattle a bit until it warms up after a minute or 2.
The Kioti EPA engines definitely need good working glow plugs, even at 50F,
in my experience. Older engines start easier.
The OP did not say if he had white or black smoke....this is important.
Here is an easy thing to try: take out filter and crank engine while aiming
a heat gun or hair dryer at the intake hole. My bet is it starts and indicates
the GPs are not working.
