Its not overloaded, just improperly loaded. He need to get the tractor all the way forward and use some decent chains and binders along with a WD trailer hitch and some working trailer brakes.

Just curious: Looks like a large 7-pin connector to the truck...how do you figure he doesn't have trailer brakes?
Not that it makes a difference. Not the type of rig I'd spend too much time beside or behind.
Come to think of it, why doesn't he just flip the drop hitch over? That'd solve some major problems right there.
