That's correct
The tax is in the tractor (truck, this is so confusing on a tractor site) in most states (Colorado for certain)
Same with the Fed's
You pay HVUT on your tractor gross weight you want to haul, not the trailer (s) and not what the tractor weighs empty.

My tractor costs $2000/year to register
The trailer costs $90

BTW, that's cheap, I'm in state only, apportioned plates cost a LOT more.

Does your company have trailers or just trucks? If you have trailers how do you register them in more than one state now that NY is different? Most states the trailers I don't think have weight to them.

No, we run only straight jobs, mostly 24 foot boxes or flat beds.

I understand your frustration with the NY authorities. I ride a motorcycle. Almost every time Marcus Dairy (in Danbury on the NY border) has a Cycle Sunday there that attracts 1000's of riders NYS picks 1 or 2 highways leading into RT84 and puts up Motorcycle ONLY safety inspection stops. I guess that would meet your definition of a BS stop - it meets mine.

Sounds about the same as asking a bank robber why they rob banks. That's where the money is. Plan to see more of it as the states need income badly.
