(J) "Agricultural tractor" means every self-propelling vehicle designed or used for drawing other vehicles or wheeled machinery but having no provision for carrying loads independently of such other vehicles, and used principally for agricultural purposes.

pproved by the director of the Ohio Department of Public Safety as meeting the
basic equipment standards (see 摘quipment, this chapter). A vehicle does not
become a motorized bicycle until the Department of Public Safety includes that
vehicle on its approved list. For a copy of the list of all makes and models
approved for sale in Ohio as a moped, write to: Legal Counsel, Ohio Department
of Public Safety, P.O. Box 182081, Columbus, Ohio 43218-2081.
The Motorized Bicycle License
A motorized bicycle operator license allows the holder to operate motorized
bicycles only. It does not allow the holder to operate a motorcycle, a passenger
car or any type of motor vehicle. It does not take the place of a TIPIC or any other
type of Ohio driver license.
Motorized bicycle operator licenses are issued at any Deputy Registrar
Agency when required testing is completed. There is a fee, and the license
expires on the licensee痴 birthday in the fourth year after issuance. If the original
license is lost, stolen or destroyed, a duplicate can be obtained for an additional
fee. The duplicate will expire on the expiration date of the original license (see
Appendix B for fees).
APPLYING FOR YOUR MOTORIZED BICYCLE LICENSE
If you are an Ohio resident 14 years of age or older, and you do not hold any
other valid license, you may apply for a motorized bicycle operator license by
following these steps:
1. Study and learn all materials in this digest.
2. Visit any exam station (see "list of locations," Appendix C). No
appointment is necessary to take the knowledge test and vision
screening, but be sure to verify hours of operation for each exam station.
3. Follow steps 3 through 5 to obtain a motorcycle license.
4. Once you have passed your skills test, you must return to a deputy
registrar office and surrender your motorized bicycle TIPIC. You will
also be required to present acceptable documents (see pages 2 and 3).
The deputy will take your photograph, collect a fee and issue your
motorized bicycle license.
5. When your riding skills are developed, call any exam station to schedule
a skills test. When appearing at the exam station, you must present a
valid TIPIC.
6. A skills test will be administered by an examiner on an off-street course.
Applicants must furnish their street-legal motorized bicycle, protective
helmet and eye protection during the test.
7. Take the TIPIC to any deputy registrar agency and apply for a motorized
bicycle license. This license will be valid for four birthdays. There is a
fee for this

To me it looks like your brother has been breaking the law right along You say he does not have a license but you need one to drive a Moped.
And since he was not using the RTV for AGRICULTURAL purpose he is S.O.L.
I think the best thing to do is drop it!

Regardless of how it turns out, I comend him for actually trying to make it on his own. Too many out there would just use this as an excuse to sit at home and live on everyone else's money, i mean welfare
I agree with you 100%- Your brother is trying to work.- So many people would use this as an excuse to lay home and sign up on every check they could get.

Since most of the others believe your brother was breaking the law.-I wonder what they would do if they were in your brothers shoes and needed to work?

He spent $14k on a RTV he could have gotten corrective lenses a drivers license, insurance and a car.As far as size goes maybe a Smart Car for what he has in an illegal form of transportation now,or in the case of the Moped is legal but again NO license.
BTW does he have insurance on the Moped?

Maybe his eye sight cannot be corrected. Somethings cannot be fixed with money.

If anything he is a safer driver than 90% of everyone else out there, due to his impairment he is overly cautious. No radios, or cell phones, or fast food. He CAN see well eonugh to even get a license, with special glasses to help see signs. But he didn't feel comfortable and felt he would be safer to everyone else going this route. But that is the only thing stopping him from getting a license, is the inability to read the smmall road signs, NOT because he cant see to "drive".

Am I missing something here? He has no license but the state of Ohio says you need one for a Moped.
He is using the RTV under rules and regulations for AG equipment and he flaunting that law,If they have more incidents like this the state might change the law and adopt more regulations and make it hard on farmers.

If I was risking others lives I'd find another way. This is kind of like saying it's okay for the drunk at the bar to drive home. The needs of the many out weigh the need of the 1. Another thing that has not been mentioned, the man feels he is too blind to be in a car but yet he drives a vehicle near a SCHOOL  What if it had been a little kid on a bicycle that he truned into

I work in the legal system everyday and all I can advise is seek the advice of an experienced attorney. Im not saying file a suit, etc.. Just find out exactly where you stand and the liability you could face so you can make well informed decisions.

It is not uncommon around here to see 12-13 year olds driving tractors down the road to the fields for the family farm,
1*how is this any different?
2*He is vision is 20/200.
As to the legallity of operating it on the highway, as mentioned everything we researched said it was okay, but we wonered about it .
3* The officer never mentioned anything about it so that kinda confirms that he was operating legally.
1*They aren't leagaly blind .
2*My vision is around 20 /40 or 60.
It's illegal for me to a drive a venicle on the road with out glesses .
Would you like to share the road with me and others like me when we don't have our glasses on ?
3*Or the officer was not dong his job properly.

I think he got a GET OUT OF JAIL FREE card, and if he pursues this the other guy's insurance co. might catch it and he will be S.O.L.
