My friend was visiting and read the thread this AM. We both thought JJ's scissor answer plausible.
His daughter is the one with the item in his possession, so hopefully he'll get with her and get the numbers and share other answers. I believe she did confirm the blades are likely cutters, but no idea of spacing other than that shown in the pics.
I'll post whatever update he provides. (Unless I've also tempted him to join TBN himself):laughing:

I'm thinking that looks like a candidate for the Antiques Road Show. They have the experts to identify darn near anything.:laughing:

These scissors are probably the modern version.

I'm with you, J_J. That is exactly what I thought, some kind of hand cutter, but I never thought about veggies. I guess it would do a great job of cutting small segments like chives. The scalloped edges on the old tool do have me curious. Perhaps they are just the right size to hold the small chive stems in place. I also thought about a tool for making multiple decorative cuts as is sometimes done on leather edges. I just don't think the tool is any kind of crimper. I think your cutter idea is the strongest so far.

Had dinner at a friend's house the other night and watching him cut chives into the soup kinda reinforced made me think about this item.

Only have a guess. Looks like it would work for "scoring" fish if it is sharp. Scoring boney fish allows you to make a seies of cuts though the tiny bones and allows the bones to be cooked enough to be eaten. Won't do the ribs and backbone, but takes care of the Y-bones found in carp and other fish in the minnow family. Being of European origin, I understand they have a different outlook on Carp than we do in the USA. I will eat them but not if there is a plate of catfish nearby.

I agree with you, jinman, and think it's for making 'fringed' leather coats.
