Any pressure testing I was involved with always used water.
The pressure test not only checks for connection leaks it also checks the integrity of the pipe. If pipe integrity is below standard and using air a nice explosion of flying shrapnel can result.

our county code for residential calls for air.
'ag gets by with no test past the pump itself and the plumbing to the pressure tank.

My 1/2 HP deep well pump takes about 1.1Kw to run, so I predict your 1 HP will be 2Kw or about 8.5 A (per leg) on 240v.
Starting is at least 2x or so, but I have no observed info on that.
