I went through all the old post and missed that, can you point out the post # or give and example again.
Here is a snip when a health card is needed and when a CDL is needed. This is from the MN site but it mirrors the federal regulation.

Are you sure he is changing the GVWR and not the registered weight? Changing the registered weight is not a problem, changing the GVWR is.

The image you posted is exactly what I was getting at.
They are changing GVWR's. They add and remove axles all the time. If you brought them a used tandem axle to add a tag to it would be worthless without raising the GVWR.
They also make vin plates.

In the image I posted every time you needed a med card you needed a CDL. In your own example it was when a CDL required.
You do not need a med card if a CDL is not required. Can you give me a specific example were I am wrong?

That does not require a CDL but it does require a Med card.

Truckers add tags all the time without changing the GVWR. Most states you are only allowed 80,000 gross, 34,000 tandem axle and in MN 43,500 on a tridem (depending on axle spacing). This allows them to not worry if the trailer is evenly loaded.
They also do this for heavy haul. It is tough to get a permit for over weight for more than 20,000 per axle. Not saying it can't be done, just very hard to do.
Likewise I never said it was easy but it can be done.
