What I will suggest is to angle the blade and pull as much loose gravel from the sides of the road to the center, then work this to the "dip". The other option is to get a load of gravel and have it placed somewhere on your property close to the road. (Not in the dip) Use this to fill the dip as it reappears.
CurlyDave has the ultimate fix. Dig up the area and redo the base. Maybe even put down some textile material if the sub-base is spongy.

When I was a kid before we had a tractor my dad would occcasionally send me out to work on our driveway with a shovel and rake. Not a big deal, didn't kill me either. Soon after this he bought an older tractor, followed by a boxblade. I thought " this is gonna be easy!" we made a bigger mess that first time. Fast forward to the present, I can tell you all new operators need to slowdown and learn how to work the implement, rear blade included.

FWIW, there is no rule on TBN that you can not suggest a different tool for the job, sometimes it is worthwhile.
