Its an interesting idea. Looks like real saver in energy for the little ones. But isn't part of the idea of playing outside to get a little exercise? The simple act of having to walk up the hill for the fun of going back down is a real learning experience. Good luck with it and hope it works out.

I think youre going to need a spool/wheel at the bottom of the hill (think of an upside dwon wheelbarrow with the tire removed anchored in the snow) to keep some tension on the rope. Or a clothes line pulley with spring tension..attached to a tree or object.. like a tractor? Otherwise the spool of rope will just coil up on the outbound side.
Then on the knobby tire maybe cut down the center so its more of a groove, (just start up the blower and use a rough half round file) then how you planning on connecting the ends of the rope? Needs to be either braided together and fused (no knot) with something so it doesnt catch on the guides into/out of your "drive system".
Looks like a fun project and send some pics when you have it sorted..

It's definitely an interesting build! If you have trouble with guiding the rope between the drive wheels, a possible alternative is to rig up something like a capstan winch has. A small wide tire rim would suffice and with several wraps and a bit of tension would probably work equally as well.
