Yep, you could get within a couple inches of the curb.

If the contract calls for snow REMOVAL as opposed to just snow plowing, then it looks like they are doing it the most efficiently. If they left a deep berm at the curb, then tried to get it with the box, not only would it leave snow at the curb, but would probably spill snow back on the walk.
Then how would that leave the job?

The speed at which that little bomber cleans right to the curb, compared to a huge loader having to crawl along (so it didn't damage anything) (how ever many inches) close to the curb still leaving some amount of snow at the curb and walk. Seems like they are protecting their contract not risking it.
Again, that's if they are paid to REMOVE the snow.

Also trying to get in close to the curb with the very large loader that's usually used to push those boxes would be extra stressful on the operator. Those things will tear out fifty feet of curbing like our CUTS tear up a little turf on the edge of the drive.

Within few inches with 4" wide shoes isn't very close if you want a neat job.

Yes, and the job he was doing on the sidewalk was neat and tidy.....
