Most mowers they recommend running them at the 'rated' engine RPM - which gives rpm the implement is designed for (IE - rear is 540 and the mid is +/- 2100-ish)
Your tractor may have an indicator on the RPM guage that show the 'rated' speed

Run at engine RPM that gives 540 PTO RPM. Less RPM if you are satisfied with the cut. (like what thatguy says )
