How many layers of comp shingles allowed per local code? I might be tempted to add second layer of shingles over the original since the original is fairly new. Patch any obvious damage, then lay down new on top if code allows. Would really protect and add some insulation value.

My BIL who lives in Mesa, AZ. Went threw this came thing with hail damage. A out of town contractor was going through his subdivision claiming that roofs needed replacing from hail damage. Rather than have the out of town contractor work on his roof he called his insurance company. They sent out a inspector. Roof and 2 large aluminum awning were replaced. A rain before the the replacement caused all kinds of gravel at the down spouts ends that had never been seen before.

2 layers typically with the old style 3 tab shingles, but many homes now have architectural style shingles, since they weigh more and the surface by design is very uneven, only 1 layer is allowed. That's how it is here, but could vary from town building codes.

If it were me and it was an option. If all I had was more gravel than normal coming off the roof, I would pocket the money and watch the roof.

A re-roof is such an invasive job, I would not be rushing into it, In my case, I know my roof could lose all it's granules and half the shingles and still not leak for years. Of course that would look bad. But if the appearance was not noticeably different/bad I wouldn't do it.

Especially at the peak of all the hysteria in the area, where roofs are getting replaced so quickly, the contractors are so back logged, it's like they are doing you a favor to work on your roof. Quality control is going to be at the lower limits.
