Way to getthe steel plate tight against the tubing is to have some one to hit the hot weld (when still red) so the plate is hard against the tube. this stops the rattle.
Personally I would have placed rubber bushing at the ends of the stays. Gives flexablety in assemble and when you hit something gives a bit if there is any twisting or anything like that.
Second hand car bushing would be good enough.
