You could use PVC pipe. Keep hammering it down in the mud till you hit something solid, and pump in the cement from the bottom up. It will push out the water.

Yup that would work. You could sharpen the end with a rasp or grinder. (Construction workers use the side of the abrasive blade on their pipe saw.) Pick a size that your post hole digger will work inside of. There is more then one type of digger.
Pound a little, dig a little ,pound a little, until you cant get any more. If you get down far enough you might be able to bail or pump out the water and start your pour in the dry. Would give you a green or blue pier to look at not a rusting old drum after a few years.

All concrete sets up under water, you just don't want to dilute it with water.

If you have a high volume low pressure water pump, you can waterjet the poles in without using concrete. That's how pilings are installed in the Chesapeake Bay area, and also on the New Jersey sea coast. To make yourself a believer, get an old garden hose without an end fitting, turn the water on, then work the hose down into muck at the bottom of the pond. Work a 2x2 into the hole where the hose is putting out water. keep shoving both down into the bottom. Shut the water off. Have drink of iced tea. Try to pull the 2x2 out!

Yup, put a piece of 1/2 or 3/4 pipe at least as long as your piers on the end of that hose and it will work even better. Start with a piling longer than you want and sink it as far as you can, then cut off the extra after they are all sunk.
