The offset toggle mechanism at the top is part of the Woods mower. Don't know if Woods would even carry it anymore as a replacement part. I'm sure though that any good metal fabricator worth his salt could come up with something similar.
I would think anyone with a, hacksaw, portable drill, some metal bits, and a rat tail file could make them in a few minutes.
Get a 3 ft piece of metal at any hardware store, cut the lengths you want, mark the big hole, chain slots, and smaller hole for mounting to the tractor.
Select a bit a little wider than the chain diameter, drill a row of holes close together for the slot, drill the bigger holes the same way if you don't have a bit big enough. Clean up the slot and holes with a file, bend an angle if you want, make a trial install and paint.
Any homeowner would have simple tools sufficient to make the brackets.
Most folks that own a tractor could do it easier than that with the tools
needed to maintain a farm and equipment.
Well, I'll tell 'ya something... I was a Die Maker since 1967, and a pretty good one at that. But, if you can make those links with the hand tools you mentioned in a few minutes, you're much more highly skilled than I ever was!! LOL...
