Have issue with Brakes, pedals are frozen and can't press them down.
Also could really use a Wiring Diagram.

Not familiar with this machine but on many pieces of older equipment the pedals are mounted on a shaft under the floor. You need to get it freed up. disconnect the rod from the bottom of the pedal to whatever it is connected to (master cyinder, axle, etc.) If the pedals are still frozen, start with your favorate penatrating oil. If that doesn't work you may need to put a little heat on the pedals. Before you are done you may need to unbolt the whole assembly and drive the shaft out of the pedals to get enough rust out and lube in to make the pedals move freely. Once you get the pedals moving you may find other spots in the linkage that are also frozen. Just start at the pedals and free thing up as you go. Good Luck.

this was operating last spring... the brakes were frozen since I got last November and before

yes was using very little without brakes... thats how I got it... it is on my small farm and not used outside.. I want to be able to clear snow and am not comfortable without the brakes...

and I think the brakes are combo air/hydraulic...

You could have an air over hydraulic system. Is your brake pedal a treadle valve?

First get the peddle free, then check the master cylinders for fluid.

Treddle valves get all boogered up from corrosion. Most likely you'll need to replace them. We replaced them on our Cat every few years when plowing snow.
