FYI, about the doubler plates under your D-rings, you really need to stay away from 90-degrees corners. Use 45s or better yet circles or ovals.

As a newbie still learning --- may I ask why? stronger? less tear out ? something i am missing here?

Helps prevent stress riser in steel. A lot of places require certain about of radius on all corners. No matter if it is a patch, doubler plate, etc, etc. ABS (American Bureau of Shipping) comes to mind.
You'll also see it a lot on fish plates in high stress areas, like booms on excavators, back hoes, gooseneck trailers.
