Agree. I am always amazed by what has been done with basic tools and simple machines in the past. And even recent history for projects like the Hoover Dam, Brooklyn Bridge, etc.

If so that's easy to overcome. Just throw lots of money at it and then name the tunnel after them with a dedication ceremony. Dead or alive no pol can refuse face time.

The mid-1800s saw the construction of a major steam-powered sawmill in the area, and open water surrounding the mill was a dumping ground.
