I also noticed the "two shot burst" in the spec's. But I have not seen any subguns with 2 shot bursts. That doesn't mean they don't exist, but all I have seen have been 3 shot burst, if they provide this capability at all. I guess with the shortage of ammo and all, we need to save it where we can

The Nikonov mechanism fires the second shot in the burst quickly enough to allow it to escape before the recoil of the first shot is felt, thus potentially allowing the two shots to hit extremely close together, for example to aid in piercing body armor.

I would not call writing a set of specs to get the desired equipment while still following the letter of the bidding rules a conspiracy. It can often be sound management practices if the desired equipment does preform better then the alternatives. But all too often items or processes are chosen based on who provided super bowl tickets etc. instead of who provided the best product.

In some cases only a certain piece of eqpt will satisfy the requirements and if that is not the lowest priced thing a problem exists. Thus writing a set of specs to make sure they get what they needed. In some cases the new eqpt needs to be comparable with other stuff they have (example - the officers duty gun magazines interchange with the new weapons systems thus allowing them to to have compatibility). Nothing fishy about it, really I would say 99% of the regular Gov workers try to save money and do the right thing. It is the 1% that are "bad" that everyone hears about and thinks of unfortunately.

Ok so we still haven't found a submachine gun in .40S&W with a 2 round burst capability.
You did find a Russian Assault Rifle in 5.45x39 with such a capability.
There are plenty of submachine guns in .40 with a 3 round burst capability. Of course like someone said, it don't mean it could not exist to fill this contract.

It also would not surprise me if it was a typo - often the person writing the request has no idea what they are getting nor would they ever see or use the eqpt. Often the field guys are saying we need "X" and then someone else makes up the requests and puts it in. After the initial request the field personnel may or may not ever see the final documents.
