I've bought two tractors from Barlow's. I dealt with Brady - but you just cant beat their prices. Even if you include several hundred miles of delivery. Also, sometimes buying out of state and having it delivered can save you a lot in taxes.

In most states, this is not true. While out of state dealers don't collect taxes, that doesn't mean that you're not liable for them.
You didn't read his statement or at least not correctly. He said CAN which is true, it CAN save money.
Most dealers don't collect (Barlows doesn't) state sales tax on sales out of state just like most internet purchases are taxed by each state and it's on most if not all state tax forms for states that have state sales tax to provide the dollar amount of out of state (internet) purchases so state sales tax can be collected. Sure everyone does that.
Many years ago I was a Ky State Auditor and then and I'm sure now there are no methods other than possibly lien recordings in home state filed at State Capital to "trip" a bill.
If one accidently/on purpose goes over the speed limit I'm sure they will turn themselves in for the violation of State laws. If one makes a mistake on filing their Federal and State taxes in can be caught if they happen to be the one in 100,000 citizens that gets audited and then the "mistake" is discovered and possibly made to pay the unpaid tax plus maybe even a slight percent penalty.
