It is definatley a mortar mixer and not a *concrete* (read cement) mixer.
I'd sell it if I didn't want it. Wouldn't bring much, but someone with tire and an engine would love to pick it up on the cheap.
Note: Cement is a fine grey powder (and can somethimes be white) that when mixed with water becomes cement paste. The addition of fine aggregate (sand) makes it mortar and fine aggregate along with coarse aggregate (stone) make concrete. Cement is an ingredient in concrete and mortar. You wouldn't call a cake flower just because flower is an ingredient!
