Pretty sure it's a bearing/bushing driver for seating bearings and/or bushings in a bore.

Can also be used for seating seals.

I have some cheap aluminum bushing drivers and some hard plastic seal drivers.

They are made of steel... pretty old set.. Maybe from the 60s or 70s

I never saw drivers with a notch or groove on one side.
