All four of mine are ballasted with ethylene glycol and water. Its the most stable tractor I have ever found, have yet to see another so stable.

I thought with Ag and farms, that tractor tires are to be ballast with Propylene Glycol and water. The PG coolant was designed to be pet and livestock safe along with not contaminating the soil if it leaked. If you do go for new rubber, look into the PG coolant.
My neighbor has a JD650 with a FEL. He can take that tractor up the steepest hills without lifting the front wheels off the ground. Of course he has the low profile turf tires on it too with a rear JD PTO driven mower deck. Is your JD650 similar?
