I think unless you plan on constantly mowing heavy vegetation you would be alright with 3 hp less than the minimum.

Found a new Woods BB60X for $1600 with slip clutch...great price. Now as i said before not sure if tractor will handle it !!

Ok folls...i have made a mistake and glad i caught it. I do have a 28 hp tractor but the pto hp is only rated at 22 hp. Was going to get the Woods BB60X but it requires a 25 hp pto min. So i must down grade to the lower model. Was looking at the Kodiak but i see where they were bought out in May of this year. So now will look at the Woods HC60.

I run a 6ft cutter on my Branson 2400h. Granted I am only cutting grass and between the rows of blueberry bushes so I go slow.

Minimum hp rating for the cutter is related to the
maximum cutting capacity. If you will be constantly cutting material near the max rating you might get in trouble with low hp. My Rhino 172 says it needs 35 hp but my 26.5 pto hp L3240 handles it just fine in my CRP native grass and pasture clipping.
Get the heavier cutter and you will have the extra capacity when you need it.

I emailed Woods to ask their opinion. The landpride RC 1860 looks good.

My ford 2n will handle a 5' rough mower... and it has chitty ( crazy fast ) gearing...

My old Kubota L2550 could handle a 5 foot cutter pretty good.

I would not back off from this. Its a strong cutter, and at ~ 600# will do well on your tractor. I have a 650# old 5' JD bushog that Iv run on 16 to 45 PTO hp. 16 is pushing it, bur our L2550 at 23ptohp does very well with it cutting trees up to 3".
