My '66 3000 has 11.2x28,will 14.9x28 clear? And will they rob too much power?

I have 14.9s on one of my 800s and they look a little big, but they are fine. I don't have a 3000, but if they work on an 800, I would guess that they would be ok on a 3000.

Two considerations:

1. They will speed up your ground speed a bit.
2. Fords have short lift arms. Bigger tires can cause clearnace issues with some 3pt impliments.

The difference might will also depend on your rims. They normally are two inches less then the tire size! 11 would need 8 or 9 inch wide rims. 14 should have about a 12 inch wide rim. What will happen is the tire will ride on the center if the rim is to narrow. Lower air pressure will help to correct that problem.

I had them on a '64 4000 with no problems. The ones I had had a smaller wheel diameter (and obviously wider wheel) than I have on my current wheels running 13.6s which are on a 11" width wheel as I recall....also runs 12.4s. Whole lot more rubber on the 14. Course you have a lot of options with all the wheel positions possible. More than enough room to run the wheels out for clearance. As I recall the manual lists all 3 tires I mentioned here as suitable for the tractor.
