BTW, many hobby UAV's with GPS already have "No Fly Zones" that prevent them from taking off near airports, the White House, etc.

Mine also came with max altitude set at 400 feet. This can be disabled or modified. In our case if we want to fly uphill it would have to be adjusted upwards.

We had a model airfield not far from here...

As a child I would beg for my parents to take me there on a Sunday afternoon.

It was adjacent to Oakland International and had string control and radio control area...

I was mesmerized by the work and detail that went into some of those multi engine models...

In highschool we had a model rocket club and the big thing was doing a launch and taking a single picture at altitude...

Or runs your heifers out into traffic, or distracts a driver on a major highway, or gets tangled up with a helicopter, or crashes into a crowd injuring or killing someone, or a multitude of other issues.

It's definitely going to happen. We need some sort of control in place reinforcing to the owner/operator that action will be taken. Right now, as you described in your issue, the owner is cowering at home hoping his doorbell doesn't ring. When firm control is in place doorbells will ring.

I think one of the primary objectives of the FAA in requiring registration is the fact that to complete the process online, you have to read the rules of operation to fly your drone. Of course that's no guaranteed that the rules will be followed by all, but at least thousands of flyers who are otherwise blissfully ignorant of them know what they can and cannot do legally.
