So a driver of a 12,000 GVW truck towing a 12,000 GVW trailer DOES need a CDL if he crosses a state line. So if the laws are universal across the states as you state the Handbook is correct in specifying that a Class A CDL is required to tow a 10,001 GVW trailer across the state line.

You didn't pay particular attention to the very start of your flow chart. We have to assume that the Gross Combined Weight Rating for your hypothetical 12K truck and 12K trailer is 24K. So at the very start, you went the wrong way on the flow chart. Sorry

State of Mississippi was going to rule ALL duallies and trucks w/ a GVWR over 10K were going to have to be registered as commercial. That was 5 years ago.
Rumors abound.
Now in Mississippi all you have to do is take the title to the county clerk and register the vehicle. They don't inspect trailers or motor vehicles EXCEPT for dark window tints.

Never, ever heard that rumor about dualies. Mississippi has never required proof of inspection when registering either. We did have an inspection program (lights, wipers, horn, etc.) but there was zero enforcement. The only was to get a fix it ticket for it was to get pulled over for something else. This lack of enforcement was why they finally cancelled the entire program.

As far as weight registration here, the tax collector (that's where we go to register our vehicles) isn't allowed to advise you on which plate you should get.
