Use some kroil and get a wheel puller from a auto parts store.

Yes, PB Blaster or WD-40. Any of them would work. Just soak it over time.
I had an early 60s Cub and if I recall it is a tapered shaft fit. I could be wrong been so long since I did that one. That cub looks to be in the 70s range.

Best bet is a steering wheel puller. Also a second set of hands and eyes are helpful.

The reason I suggested the impact method is because I don't see any bolt holes on that wheel for a regular steering wheel puller to be used on that wheel so you will need to fab a plate under the wheel to pull it off of and then you may be to far outbound from center for your run of the mill steering wheel puller to work. what is the distance from center to the outer edge? Other pullers could be used.

I think he needs a gear puller to grab it from outside the wheel and force down on the shaft.

well I have both Kroil and PB Blaster, I'll start soaking it.
If there is a tool I need to buy to do this, what is it?
press fit, I read that in the manual so it's jammed on there and for sure has not come off
since 1968. The steering wheel is nasty and would be a lot easier to recondition off the machine vs on.
But mostly I want to get the new instrument panel decal on without having to slice it down one side to fit around the
steering column.

I spent half an hour cleaning the other end of that steering column today on my creeper underneath the unit. Surprising how nice things can look when they've been covered in oil or grease forever. Shiny yellow paint underneath.

sort of like these little hook things but much bigger, or maybe, as said before, construct a pull plate that backs the entire wheel underneath and pull on that?
