Most, if not every deck over I see are only rated for 10k pounds?

I sell 3 different brands of trailers (Felling, Interstate, Towmaster), all of them have deckovers rated to 70K lbs. What weight are you trying to haul?

Is there a legal reason? For example, I see many trailers rated at 2990, because 3000+ requires brakes.

I think it has to do with what can be hauled behind a pickup without requiring a medical card. IIRC its a 10k or under trailer OR a GCWR of less than 17klbs. It has nothing to do with what is able to be produced.

I would have said that it was the other way around. I have rarely seen a deck between over 14K but deck overs go way up in weight ratings just as Showroom shine stated. Look at every trailer being towed with an excavator behind a dump truck. They are rated at at least 24-35 and all are deck overs.

Up here, you need a Class A CDL for 10,000+ lbs.

A lot of light trailers are marketed with that in mind. As stated, deckovers should be available near you well in excess of 10k#.

My brother has a 40k deck over for his excavating business. You are right about the 10 k trailers-it keeps you out of CDL territory. I had a single axle trailer that was rated for 2990lbs, although it had a 3500 lb axle- anything over 3 k requires brakes here in NY.

My Belshe deck over has a GVWR of 21k and is a pintle hitch.

I assume you are looking at bumper pull? That probably has a lot to with it. Unless you get into the pintle hitch style for pulling behind something like a dump truck going over 10k on a bumper pull type trailer isn't a really good idea.

Why does the connection matter? The equipment trailers I use for work can carry up to 15K, one is a 2" ball hitch, one is a pintle. Dont think one being a pintle automatically makes it heavier duty.

I highly doubt that 2" ball coupler (or the ball itself) is rated anywhere near 15K#. If either component is rated for less, hauling more presents a liability problem in the event of failure.
