Massachusetts uses the car's own diagnostics. The annual inspections plugs in to the OBD port and looks at the emissions system codes. They check more on 2002 and newer cars.

Used to have the tail pipe wand checking the gasses coming out. Later combined that with a dynamometer where they would strap down car and run it up to 50 mph. Got rid of those in 2008.

We still use the dyno and you must sign a waiver should vehicle damage occur... it also records vehicle weight.

Some cars were notorious for failure... especially air cooled vintage Porsche... they eventually lobbied for a change to the rpm standard and it helped.

When I bought my G20 Chevrolet Van I fully intended for it to be exempt after 25 years as was the law... as it is now... I could very well be taking a 50 or 60 year truck in for dyno and tailpipe plus evap inspections.

Prices vary but older cars cost more and trucks cost more... $50 to $80 if no problems found...

If your vehicle is registered in any town south of Orillia,ON you gotta have a emission test. I live way north of Orillia and all I need to do is shell out the plate/renewal fees every two years. (I could plate for one year at a time, but prefer the two year option).
Neither garages nor the owner is allowed to remove the emissions stuff. If you were to get caught, then the fine is huge AND you will need to put the gear back on.
All emission equipment must be on vehicle and working when the vehicle is sold.
That is about all I know regarding emissions testing.

Farm plates get you an exemption from e-testing which is why the price has skyrocketed.

1987 or older do not require e tests, but cant be gross polluters.

There is a California petition to change the date from 1976 to 1980...
Here's why smog rules aren't likely to be relaxed. This photo is a normal summer day in the State Capital, Sacramento. The Bay Area has pristine air because it blows in from the ocean - but by the time the air reaches the foothills 120 miles East it has absorbed all this crud and the Bay Area's smog just stacks up against the Sierras instead of blowing over into Nevada.

Los Angeles is worse. I used to fly down weekly for work and it hurt my lungs getting out of the plane just like when you use too much bleach cleaning the shower. Nobody in LA wants the sky to look like this, or likes it when their kids are kept in for recess because the atmosphere outdoors can give them lung cancer.

If all else fails I can apply for dealer or transport tags... it will cost of course.

I doubt collectors owning collectible vehicles are responsible for smog... many are driven very little... even the guys in the club that are very active are hard pressed to put a thousand miles annually...

Last year not a single one of mine saw the light of day on a public road... just too busy.

My vehicles all pass smog... so that would not be the issue... it is more the waste of time and money...

Several of the vehicles I DRIVE because of smog testing... have to make sure I run a couple of tanks of fresh gas through at highway speeds... Smog testing is actually putting more miles on the cars than I would otherwise...

The little 1976 Spitfire gets out not even 300 miles... over 10 years it's logged 1400 miles... fair weather take the kid for a ride around the neighborhood... what is a real pain is showing up for a smog test and having the tech ask me if it is a kit car and then opening the hood and seeing factory twin carbs and having no clue... scary.

And in Mississippi we don't even have safety inspections!

We don't have them here any more either.. they dropped it a few years ago.
