Preferably before they released it, took people's money, and caused some of them many losses and expenses dealing with the problems. I know guys that will never buy another Stihl after the way they have been messed around lately. It's a flagship, pro saw and they screwed it up to the point it is costing them customers no amount of grovelling or marketing will ever win back. Part of the premium paid for Stihl gear is the perfectly reasonable expectation they have tested, tested, and tested again their saws, especially the pro saws, before release. For years now, there have been problems with this 661 model. It's not about perfection, just basic competence. Heads, if they haven't already, should roll amongst the designers/engineers/suppliers of or at Stihl. I pity the dealers having to clean up after this.
