Sorry but i'm well aware of the cdl rules the ticket was written for not having a medical card, no cdl is required in this case.Iam going to do some research on it Friday when I have time.I hold a CDL, I think I would have to disagree initially.
Here is Ohio's handybook, page 19 has a flow-chart, which based on that chart a CDL would not be required, assuming the GCWR is under 26001. Despite the fact that the towed vehicle is 10k+.

He was pulling a trailer with equipment on a trailer dull wheel pick up and they wrote him a ticket for not having a medical card because his total weight was over 10,001 lb. I never heard of this have you?
My dually routinely weighs in at 8,000 to 8,400 when I pick up gravel. 11,000 + when I drive out.Weight for 4wd 1500 truck is only around 5500lbs.
