I'm curious to see what your governor assembly looks like. Glad you found something although it could be a part that's difficult to find. This tractor is really quite unique.
Here is my destroyed governor assembly. I was able to locate one for $200 bucks. Hard item to find and not cheap!!

My thoughts too. Anyways, a fun project for sure if you got some time to tinker and clean it up. One thing for sure is I would get matching front tires. This would drive me crazy but that's just me.
Not practical at all but if it is being restored...Just to satisfy my curiosity, what practical value does matching tires have?
Both those tires seem to hold air, what more do you need especially for a rebuild?
Those old cracked tires wont be on there long. I think I can get a set of 3 groove tires for it on eBay for $120 shipped. Not too bad I dont think.
Today I cleaned, blasted, and painted most of the small parts.
Not a professional job by any means guys, I'm just using rustoleum self etching primer, and Ace Tractor&Implement rattle can. And yea, of course they don't have Oliver yellow, Caterpillar will have to do.
