it will allow it to rev higher, which is what appears to have happened to yours, there is a BS governor adjustment guide on the internet that walks you through adjusting them, and let me tell you from experience 1/8" of slop is enough to make the governor not even work
That helps, I did just go thru everything again, there seemed to be some crud in the bowl, so I pulled the carb apart, cleaned everything, and then checked all of the linkages. Started it up, and it ran, but seemed like it was hunting, at least until the float bowl filled up again. Then it seemed to smooth out, but I still saw a bit of movement from the governor, which seems like it should be normal. I sprayed wad and carb cleaner strategically around the carb and heard no increase in rpm, so assuming it's not a vacuum leak. I let it fully warm up, and put some load on it, and then let it sit at about half throttle for about 15 mins, and it did not surge. At this point I'm not confident in the governor or the carb, but will watch and see. any ideas how I can measure RPM on this (don't own a tach/dwell meter anymore!) to see what the speed variation the motor is running at?
