it will allow it to rev higher, which is what appears to have happened to yours, there is a BS governor adjustment guide on the internet that walks you through adjusting them, and let me tell you from experience 1/8" of slop is enough to make the governor not even work

That helps, I did just go thru everything again, there seemed to be some crud in the bowl, so I pulled the carb apart, cleaned everything, and then checked all of the linkages. Started it up, and it ran, but seemed like it was hunting, at least until the float bowl filled up again. Then it seemed to smooth out, but I still saw a bit of movement from the governor, which seems like it should be normal. I sprayed wad and carb cleaner strategically around the carb and heard no increase in rpm, so assuming it's not a vacuum leak. I let it fully warm up, and put some load on it, and then let it sit at about half throttle for about 15 mins, and it did not surge. At this point I'm not confident in the governor or the carb, but will watch and see. any ideas how I can measure RPM on this (don't own a tach/dwell meter anymore!) to see what the speed variation the motor is running at?

Update (further)
Just finished throwing slush and heavy wet stuff (turned to freezing rain up here and melted almost all of last nights 6 inches).
Ran pretty well, a touch of hunting, but no surging, so we'll see where it leads.

So you're thinking it was the crud in the carburetor? If so is there a in line fuel filter ? Or just old ,stale gas?

I'm thinking crud, no filter, maybe I'll add one.

If all the stuff you have done doesn,t cure your problem, check the impulse line from the engine to the carb. Make sure it isn,t cracked, or loose, and sucking air. Adding a fuel filter is a great idea, as others have mentioned.

Impulse line? I think there are only 2 lines going to the carb, fuel and primer bulb, curious if there is another?

There likely isn't unless this was his name for the primer. In looking at an engine breakdown on a 2015 model, there is both a tank fill strainer and an inlet filter on the top of the fuel valve. If the crud you found was a whitish , gel like substance- that is a byproduct of the metal makeup of the fuel system parts, ethanol and moisture.

Update: I hate this machine even more! Went out yesterday, started on third pull, ran fine until I had to shut down to raise the skid shoes, would not restart, acted like it was flooded, I'll see what it does this am. It did the same thing to me 2 days ago, started first pull (shocked at this), had shut it down about 20 mins later to replace a shear pin, would not restart. Only thing about that time was I set it down on the handles to get to the pin, so I may have drained the bowl. I'm starting to think a new carb. Any be in the cards. Am I missing anything??
