That looks like a shaker grate to me, move the crank back and forth and shake the ashes down to the ash pan. Some of the old kitchen ranges had them in a triangular shape that rotated to drop the ash down while keeping the burning coal on top. My insert has flat finger type grates with a crank handle that you rock back and forth to shake the ash down while retaining the burning coal on top. If you go to far you will dump the fire and unburnt coal also.
