A new tube may be a short term fix, but a new rim is the long term fix.

If you are widely ambitious, you might completely sandblast the entire inside of the rim, apply a layer of resin, with several layers of fibreglass cloth to the general rusted out area, feather to smooth the repair, and paint the entire inside of the rim with two coats of two part marine epoxy.
I did this, with two rims that were no longer commercially available.
Labor intensive, but it did work well.

Looking at rims from miller tire and yesterday's tractors. Cheaper through miller but the center disc has a larger diameter center, probably too big.

Tried the smallest pipe wrench I could find, 8 inch. Cheap jobsmart one though. Looking into a trip to Lowe's to look through some better quality ones.

Maybe try a good quality 12 inch wrench.

What diameter rim do you have? Did you check eBay? I purchased a 28 inch Ford loop type 2 years ago. If you want I will look up where purchased and price at that time. Miller is good, but they are usually not lowest price, unless shipping costs are a factor for your location. I ordered new bolts at the time as well. You only need the rim not the center disc, correct? Not power adjust, right?

12x28 rims. Current rims on the tractor are power adjust, however I don't really need the same type. I'm planning on replacing both eventually to normal rims. If the current center discs can be used on a normal 6 loop rim that would cut the cost.

No wonder you could not move that plug......an 8" cheapo pipe wrench?
Both Lowe's, and HD have decent pipe wrenches.
If you use a 12" or 14" wrench, you might also need a piece of pipe as a cheater.

Problem with a larger wrench is the size of the jaws, more out of contact with the plug than on.

Understood !!

The day will come when you wish you had those power adjust rear rims. You can find new or salvage ones to replace yours. Tractors that have them are considered more desirable.

I have the old original Ford style power adjust rims on my 850, which are no longer made. I thought about replacing the centers and rims due to the corrosive filled tires rotting the valve stem area. I'm getting by for now with doing nothing, but when the time comes I think I will try to restore the rims per several threads on this site. Patch the rim, and re-drill the stem hole in a new solid location away from the repair. Then prime, paint, remount, and enjoy the adjustable rims.

Not quite sure how the power adjust rims work. Remove a stop and hold the brakes while in gear? Never tried it and not sure if the current rims are even capable of it now. Might be rusted.
