Bearcat Chipper with blower question

I have a Bearcat 70554 with 2 speed blower I got used. The belts on the blower were bad when I got it so I put new belts on both chipper and blower. The new blower belts I put on it were BK55 belts.
My question is, it wont stay in slow speed. there does not seem to be much movement available on the blower speed lever. When it is running, moving the speed control towards slow does slow it down but it wont stay, it creeps back over to fast. The lever only moves an inch or two towards slow or fast from the middle position. I hoped someone that has one could say how theirs operates? Also it crazy how much force the blower has, it make a depression in the ground wherever I use it : )

I just have a single speed blower on mine. I didn't know there was a dual speed blower so I won;t be much help. How does it work ? 2 belt and pulley sets. One belt slips and the lever tightens the other depending which way you push it maybe ? Do you just need more friction on the lever pivot or a way to lock it in position? A picture would be interesting. This is mine - its old

Or maybe it is a caming type lock and you just arn't pushing the lever hard enoungh to get it to cam over into the locked position. Belts to short ?? or needs adjustment somewhere ? Picture....

Hey I received a reply from Crary about my 20+ years old machine . . . I believe I have the belts 1" too short. I used a Gates 6958 cross ref instead of the factory spec Gates 6959.
I have some on the way, will see whats up after changing them. Hopefully it is just that easy.

OK after receiving the correct belts for the blower (6959 GATES Kevlar Replacement V-Belt 5/8 x 59 ) I gave it a good 4 hour workout, worked perfectly. Thanks
