Municipal equipment is typically bid to a spec generated by the municipality. A smart and well connected manufacturer can often provide language that is inserted in the spec that effectively limits who can provide equipment that meets that spec.
An example is school bus specs in some states in the 1990 time period required that tha busses must have, among other things, a wet sleeved inline six cylinder 210 hp Diesel engine.
There were many manufacturers who could provide an inline six cylinder Diesel engine, but only one of those was a wet sleeve engine.
