Yes the upper is domed and is made to pivot, one can't count ones time on a project like this. They do want a pile if money for a grinder this size.LOL. I also made a similar belt grinder.
Needed a few tweaks B4 I had it right but was a fun project.
Learned that a domed pully was a key to have good tracking as well as an something to pivot that domed pully.

Probably could have purchased a similar one for a fraction of my time cost, LOL.
I have been looking for something like that, but mostly I find junky consumer offerings or really expensive industrial ones.
Sure is a handy little tool, built from pieces I had laying around with zero cost.
