On a wild hunch I would inclined to drain the fuel system and also bleed out any old fuel.
Someone may have added gasoline by mistake and now you are running on a blend that is not for a diesel.

Below your key switch do you have a tee handle should be red. If so this is your shut off and the key just kills the electrical system. If that engine run away it would be screaming. That looks similar to the White FB 31 I use to have and it was made by Iseki

no red tee handle there sir. Engine was screaming at WOT, the video I posted was after start up at idle (no one on the foot pedal, nothing on the hand throttle)... i have a video of it going at WTO, with the needle pegged... not pretty and has me cursing very loudly

Looking at the picture of the similar tractor above, I do not see a turbocharger.
How does a non-turbo engine run away? If this is a non-turbo engine, then it sounds like the pump stuck at WOT.
The OP says he was able to shut it off, so I think that points to the pump being the culprit.
This may be as easy as the rack sticking and needing a little lube to free it up.

How does a non-turbo engine run away?

Non turbos can run away.

Piston rings badly worn and pressure builds in crankcase. Crankcase vent on newer engines is back into the intake for emission reasons. Because of the ring blowby, the crankcase oil is being vaporized and is fed into the intake of the engine which now has an uncontrolled fuel supply and cannot be stopped.

From Wikipedia:

Oil supply into the intake
In many vehicles, a crankcase breather pipe feeds into the air intake to vent the crankcase without releasing raw hydrocarbon vapors into the atmosphere. In a heavily worn engine, hot gases, including unburnt fuel can blow past the piston rings and into the crankcase. This creates an excess oil mist, which is then drawn from the crankcase into the air intake via the breather. A diesel engine will readily burn this oil mist as fuel, since engine oil has similar energy content and combustion properties as diesel fuel. The extra fuel causes the engine revolutions to increase, causing still more oil mist to be forced out of the crankcase and into the engine, and a positive feedback loop is created. The engine quickly reaches a point where it is generating so much fuel from its own crankcase oil that it can sustain operation even with the normal fuel supply shut off, and it will run faster and faster until it is destroyed


Although not relevant in this instance, tanker trucks delivering gasoline have been known to runaway by inhaling gasoline vapors as they dump their load into the storage tanks.
Today, most trucks in this service have butterfly valve in the intake to cut off the air suppy and stop the runaway. A CO2 fire extinguisher works as well.

it shut itself of, nothing i did made any difference. The tale of the tape is that there is oil all over the side panels adjacent to the exhaust pipe, and I had added two quarts of 15w40, after it shut itself off it barely showed anything on the dipstick

I thought this maybe as well, the rack that is, i haven't done anything to it as my road from the highway was washed out during the flooding that happened right after I received this tractor. Road fixed today, tractor motor work coming soon.
