Looks like there may be enough room in the pan boss to just drill and tap a new hole...
But I would probably first try welding a wrench onto the stub that's left. Worst that can happen is that you twist it off.
Then you have two choices:
A) drill out the existing plug and hope you get your drill centered (and parallel).
B) drill and tap a new hole.
BTW, why do you need to remove the plug? Is it possible to use a pump to drain from the top?
