Is it possible the "ball bearing" is to stop flow in one direction?
I think it's plugged to stop the oil from leaking out. This tractor didn't have power steering from the factory, I'm installing it to factory specs. I think the factory put's the plug on the manual steering models that don't need to use that hole to stop the oil from comming out hole (a plug). Just dont know how to take out that plug. Do I need to use a bore bit or can I drive it through and take the ball out from the oil plug that is right under this hole?

Has anyone every installed a factory power steering unit on a JD 1020 tractor and run into this puoblem?????

I don't know how to get ball out of trans case BUT you could have operable power steering without installing priority valve.

Used a bore button drill out the plug and installed the priority valve, will install the column after work today and see how the steering works. Will let you know .

that's what they are usually used for. there should be a spring behind it too..

I find no spring associated with this ball(key 5) in 1020 parts catalog.

Good find! I wonder why JD used a ball to block instead of the steel "cups" they usually use?

IIRC JD engineers utilized balls to block passages in 2 cyl tractor carburetors.

got all the parts in and drilled out the plug with a 1/4 in core drill and installed the column, new oil lines and priority valve. This was the best thing I could of done. The steering is so easy I can turn it with one finger. Total cost was about $700.00, column was 450.00 new after market. Thanks to everyone for the infomation!!!!!!
