50/50 acetone - ATF. Automatic Transmission Fluid. But make sure it doesn`t touch any plastic.

Is this a general question or do you have a problem fastener about which more information might find some solutions?

For me. 50/50 PB Blaster and ATF.
Always have both around here. Longer you soak in it the better it works. I keep a small coffee can with the mix in it.

If that did not work do not expect anything else to.

Heat will likely work, if the item in question can take heat without damage.

I am doing a patience experiment with Kroil.
I have a top link that has the threads frozen/rusted on one end.
I tipped the top link up, and filled about 1" of the threaded barrel with Kroil.
I am in Florida for 6 months.
I wonder if I will be able to move the threaded end in my vise, with a 24" pipe wrench, when I get back up North.

The other option that you might try would be to stand it up on end (so that the toplink end is above the threads), then warm up the threads there the rod enters the barrel with a propane or acetylene torch to where you can't comfortably touch them, then apply wax to the threads above the barrel so that it can wick down in.
That will often free up stuck bolts that won't come free any other way.
