If there is a mark on motor shaft where set screw seats (when pulleys properly aligned), take a drill bit and put a dimple on shaft on that mark, use drill bit approximately the same diameter bit as set screw, and just go to point where flutes on drill bit disappear, no deeper... It creates a dimple on motor shaft where end of setscrew can seat.... Real problem is probably poor set screw fit in pulley threads...

But if it works lose again, try as suggested 'double locking' eg first is real tight and the second 'locks' that inner one in.
